The Delay is due to...

This new development [Brit Scorpio problem] prevents the rescue team from lifting the AS-28 mini submarine with 7 crew members on board: Navy specialists say, that the mini-sub has to be cleared of all entanglements for safe emersion. Any remaining parts of the [fishing] nets should be removed, and the mini-sub should be cleaned entirely before it is lifted — the Interfax agency quotes Kosolapov as saying

So far, the new problem has not been perceived as a serious hindrance to overall rescue efforts: by Kosolapov's estimate, it should take British specialists no more than 10 to 15 minutes to repair the Scorpio 45 and send it back underwater to complete the net removal mission. Still, it had been 2,5 hours, since the Russian Navy HQ had first announced, that the mini-sub will resurface within minutes. The RIA Novosti newsfeed, previously updated every other minute throughout the night, went silent for more than an hour already, with no followup to official reports about the rescue effort's imminent success.

According to FNC, that Scorpio was already back in the water.
