History Quiz: 1806 Manuscript author?

Quiz: The below manuscript is dated 1806, who is the author?

No cheating by searching the (Source: Library of Congress).

Hint: This famous American inventor was commissioned by Napoleon to design a submarine for the French. That submarine was successfully tested to a depth of 25 feet!

Bonus question: What was the name of Napoleon's submarine?

Dunno the American guy, but was the name "Nautilus"? Maybe not. I heard that particular ship could go 20,000 leagues under the sea ... but then what is a league? If a league is 0.00125 feet, then I think that I have the correct name of the ship.

OK, I know that the submersible was called the Nautilus, but the author of the manuscript escapes me. I think I remember reading somewhere that the author was one of the men who tested the submersible, along with 3(?) of his engineers or whatever they called them back then.

I'm pretty sure that it was either 1800 or 1801.... Burton? Bolton?
