AP is a little behind. The Brit Scorpio developed problems while still trying to clear away obsticles from the AS-28, and had to surface.

Also a factual error - Russia *does* have rescue vehicles that can operate at that depth, the trapped one is part of a fleet of four. However, what they don't have is enough vehicles and ships to transport them, per this report on Interfax (wonder how long 'til this guy gets in trouble?)

It appears we're still the tops when it comes to rapid-response rescue (along with the Brits).

Not many countries have the money to sink into it. Maybe we just value our sailors lives more? I don't want to make that accusation, but that is how it is going to appear to the rest of the world, I fear...

Sadly, probably accurate...we spare little expense for safety, and from what I've heard of other navies that ain't always so...
